JOBS DESCRIPTION:


General
§  Work closely with the COO, TM and L&D Partners, Labor practice group and the TM Committee.
§  Develop and implement TM strategies and initiatives that align with the overall business strategy and objectives of the firm.
§  Understand the firm’s business and industry. Identify the types of talent that support the business objectives and how TM can help the talent build competence in client service delivery and operational efficiency.
§  Play a key role in bridging management and employee relations by addressing management and employee demands in a professional and amicable manner.
§  Plan and budget TM expenses on an annual basis with regular reviews during the year to ensure adherence to the budget.
§  Continuous improvement of TM systems and processes.  Make automation and innovation the key drive and focus in all improvement initiatives.
§  Develop best practices for all aspects of the TM portfolio and document them accordingly in policies and/or standard operating procedures.
§  Set annual TM key performance indicators (KPIs) that contribute towards the firm’s business objectives and; organisational efficiency and effectiveness.
§  Conduct performance evaluation of all direct reports.
§  Attract, train and retain a high performing TM team.
§  Able to respond professionally and effectively to sensitive employee inquiries or complaints. 
§  Be attuned to external TM developments and trends; and ensure the firm progress accordingly.
§  Help the firm achieve legal compliance in TM practices.
§  Support diversity and inclusion through TM practices and office initiatives.
§  Develop, maintain and enforce TM policies.
§  Ensure that employees are well-versed with the firm’s HRIS and other TM-based systems if any.
§  Run the annual Employee Satisfaction Survey and follow through with data analysis and action plans.
§  Manage employee succession planning, particularly for key positions.
§  Champion the use of TM tools and resources.
§  Other related work as assigned.

Recruitment & Selection
§  Recruit efficiently by creating clear and comprehensive job descriptions, identifying talent pools and applying the appropriate recruitment methods to attract the right talent.
§  Extensive use of LinkedIn to raise firm profile and attract talent.
§  Participate in selective career talks to promote the firm’s graduate recruitment programs and corporate brand.
§  Develop robust candidate selection criteria and techniques.

Onboarding
§  Ensure new joiners are onboarded successfully and efficiently.
§  Conduct induction trainings related to TM.
§  Conduct monthly check-ins of new joiners to ensure they are settling in and adapting to the office environment and their new role. 
§  Attend to employee confirmation process towards the end of the probationary period of the new joiner.

Compensation and Benefits
§  Manage and administer payroll and the firm’s reward and recognition programs.
§  Align the firm’s reward program with the performance management program.
§  Conduct annual review of the firm’s salary scale and reward programs. Analyse against the market to ensure competitiveness.
§  Work with insurance broker/s to secure the best terms for insurance policies subscribed by the firm.  Recommend new and useful insurance coverage where appropriate.

Learning & Development
§  Assist the COO to drive the L&D Committee.
§  Work closely with partners and departmental heads to understand their business and training needs. Take steps to address gaps with the help of the L&D Committee.
§  Conduct annual training needs analysis. Plan and coordinate L&D programs according to office and employee needs.
§  Facilitate and/or provide selected trainings (induction, soft skills, office etc.).
§  Coach young and/or first-time internal trainers.
§  Maintain accurate and proper training records.  Use the Office Calendar for training invites and attendance management.
§  Manage the CORE and GROWTH training modules and work with relevant trainers to ensure they are run efficiently.
§  Ensure annual L&D plans are run as efficiently as possible.
§  Liaise with external training institutions, where applicable.
§  Organise cross practice group / practice group training retreats and assist with the program development.
§  Help to promote and inculcate a learning culture in the firm.

Performance Management
§  Oversee and manage the annual performance evaluation exercise, and other evaluation tools if used.  Participate in evaluation sessions as and when required.
§  Educate employees on setting SMART goals and KPIs which align to the firm’s overall business strategy and organisational goals.
§  Customise development plans to address employee performance deficiencies and/or career aspirations.
§  Promote coaching and mentoring to employees with supervisory responsibilities.
§  Conduct counselling sessions, and handle workplace investigations, disciplinary and termination procedures, when necessary.

Offboarding
§  Carry out exit interviews of resigning employees; investigate and address issues, if any.
§  Perform other necessary exit clearance tasks to successfully exit an employee.


JOB REQUIREMENT:


Education
§ At least an undergraduate degree in Human Resources or Business Administration from a recognised university.
§ Other additional academic qualifications in related field and/or English would be an added advantage.

Experience
§  At least 4 years of managerial experience in the field of Human Resources.
§  Hands-on experience in learning and development is an added advantage.
§  Experience in one or more HR systems and databases.
Skills, Knowledge and Characteristics
§  Well versed with HR disciplines.
§  Sound knowledge of the Cambodian labor law and other related local regulations.
§  Ability to conduct effective soft skills and office trainings.
§  Is people oriented, has good people management skills and able to empathise.
§  Excellent active listening and feedback skills.
§  A passion for continuous learning and knowledge transfer.
§  Has attention to detail.

Key Requisites
§  Good command of spoken and written English and Khmer.
§  Proficiency in Microsoft office - Outlook, Excel, Word and PowerPoint.
§  Strong interpersonal, organisational and communication skills.
§  Possess team player qualities.
